Check for updater.exe in windows processes before running the program from the game folder. This program should not be in its processes.

Deleted all .net framework and downloaded latest version and still have the same issue. Deleted the latest version and tried net framework 4 and still have the same issue. Updater.exe isn't in the process list.

if you don't have problems with net framework you don't have this error. If updater_a3.exe is not exist in process windows and problem is exist you have problems with net frameworks or someone microsoft libraries in your windows. How files issue errors we don't can know.

check rights in directory game and file updater, disable all blocking windows security and another security protections, try again. You can change directory game from drive C to D or other drive computer
